नियम 1:- भारतीय संविधान के अनुच्छेद 309 के तहत प्रत्येक राज्य को अपने राज्य में सरकारी सेवा के संचालन के लिए कुछ नियम व उपबन्ध बनाने का अधिकार है।
> >23 मार्च 1951 की अधिसूचना के आधार पर राजस्थान सेवा नियम ( आर.एस.आर.) राजस्थान में 01.04.1951 से प्रभावी हुई।
>> आरएसआर के नियम राज्यपाल के कार्यकारी आदेश है तथा राजस्थान के समस्त कर्मचारियों पर लागु होते है।
राजस्थान सेवा नियम (RSR) –अपवाद जिन पर राजस्थान सेवा नियम लागु नही होते है:–
1. राजस्थान में नियुक्त केन्द्र सरकार के कर्मचारी।
2. यदि कोई कर्मचारी, जो अन्य सेवा का हो लेकिन प्रतिनियुक्ति के आधार पर राज. में नियुक्त है।
3. राजस्थान लोक सेवा आयोग के अध्यक्ष व सदस्य।
4. राजस्थान उच्च न्यायालय में नियुक्त न्यायाधीश।
5. वह कर्मचारी जिनका विपरीत परिस्थितियों में भुगतान आकस्मिक निधि से हो। आकस्मिक निधि भारतीय संविधान के अनुच्छेद 267(2) के तहत संधारित होते है।
6. संचित निधि भारतीय संविधान के अनुच्छेद 266 (1 ) के तहत संधारित होती है………..
Rule 1: – Under Article 309 of the Constitution of India, every state has the right to make some rules and provisions for the conduct of government service in its state.

> > Based on the notification dated 23 March 1951, the Rajasthan Service Rules (RSR) came into effect from 01.04.1951 in Rajasthan.
>> The rules of RSR are executive orders of the Governor and are applicable to all the employees of Rajasthan.
Rajasthan Service Rules (RSR) – Exceptions to which Rajasthan Service Rules do not apply:-
1. Central Government employees appointed in Rajasthan.
2. If an employee who is of other service but on deputation basis Raj. is appointed in

4. Judge appointed in the Rajasthan High Court.
5. Those employees whose payment in adverse circumstances is from the Contingency Fund. Contingency Funds are maintained under Article 267(2) of the Constitution of India.
6. The Consolidated Fund is maintained under Article 266 (1) of the Constitution of India.

नियम 7:- परिभाषाऐं:
नियम 7(1):- आयुः- आयु से तात्पर्य उस दिन से है, जिस दिन से कर्मचारी अपने पद से पदोन्नत या पदावनत या सेवा निवृत होता है तथा यह दिन उसका अकार्य दिवस माना जायेगा।
नियम 7(2):- शिक्षार्थी:- इससे तात्पर्य आरएसआर में उस कर्मचारी से है, जो स्थायी पद के विरूद्ध कुछ सीमा तक मासिक वेतन के आधार पर निरोपित किया जावें।
नियम 7(3):- संविधान:- भारतीय संसद द्वारा 26.11.1949 को अंगीकृत किया गया कानून संविधान कहलाता है।
नियम 7(4):- संवर्ग:- स्थायी पद का प्रतिनिधित्व करने वाला वर्ग संवर्ग कहलाता है।
नियम 7(4) (ए):- चतुर्थ श्रेणी सेवाः- आरएसआर में ग्रेड पे 1700 – 1800 को निरोपित करने वाला कर्मचारी।
नियम 7(5):- क्षतिपूरक भत्तेः- ऐसे भत्ते जिनका प्रारम्भिक भुगतान स्वयं कर्मचारी द्वारा किया जाता है तथा फिर इनकी पूर्ति सरकार द्वारा कर्मचारी को कर दी जाती है………..
Rule 7:- Definitions:
Rule 7(1):- Age:- Age means the day from which the employee is promoted or deprecated or retired from his post and this day shall be treated as his non-working day.
Rule 7(2):- Learner:- This means an employee in RSR who is to be appointed against a permanent post on the basis of monthly salary to some extent.
Rule 7(3):- Constitution:- The law adopted by the Indian Parliament on 26.11.1949 is called Constitution.
Rule 7(4):- Cadre:- The class representing a permanent post is called a cadre.
Rule 7(4)(a):- Class IV Service:- Employee deploying Grade Pay 1700 – 1800 in RSR.
Rule 7(5):- Compensatory Allowances:- Such allowances which are initially paid by the employee himself and then their reimbursement is made by the Government to the employee.
